FELA

Ooit was er IDEC, de Europese afdeling van de International Reading Association, de club die opgericht werd in 1956 en na ruim vijftig jaar besloot tot naamsverandering en nu International Literacy Association heet, 'a professional organization with a mission of connecting research and practice to continuously improve the quality of literacy instruction across the globe'.

Niets mis mee, en o.a. uitgever van vaktijdschriften als The Reading Teacher, Journal of Adolescent & Adult Literacy, and Reading Research Quarterly.

 

Het duurde ongelooflijk lang voordat doordrong dat de afkorting IRA in Europa tot heel andere associaties leidt. Geen wonder, de vereniging werd opgericht in de VS en daar kwam en komt ruim driekwart van de leden vandaan, zo niet 90 procent.

In 1979 kwam er een International Development in Europe Committee (IDEC), dat zich inspande om meer Europeanen bij de vereniging te krijgen, o.a. door elke twee jaar een conferentie te organiseren.

Dat comité conculleerde enige tijd met de in 2008 opgerichte FELA, tot de twee clubs in 2018 besloten tot fusie, ofwel, dat IDEC ging gewoon op in de Federation of European Literacy Associations (FELA, dus). Hier meer over die gezamenlijke geschiedenis.

 

Belangrijkste opgave, nog steeds, elke twee jaar een conferentie.

 

A European Conference on Literacy is held every two years. The European Conferences on Literacy  are jointly organized by FELA  and the local national association’s organising committee. Although the main Conference language is English, a speaker may present a paper in any European language. There are normally, therefore, sessions in German, Spanish, and French, as well as in English.

 

Een groot verschil met de ILA is dat de FELA geen individuele leden kent, alleen verenigingen kunnen lid worden. Of zoals de FELA het uitdrukt:

Membership of FELA is open to any organisation which is concerned with or interested in literacy and has legal personality and legal capacity and whose objectives are compatible with those of the Federation – our objectives can be seen in our Statutes here. The main target group of the Federation is Europe-based organisations, but relevant organisations beyond Europe may join. Full membership is open to national literacy/reading associations in or near Europe which have legal personality and legal capacity.

Associate membership is open, but not restricted, to the following categories of organisation which have legal personality and legal capacity:

    Ministries and governmental agencies (GOV)
    Regional educational authorities and agencies (REG)
    Research institutions and universities (RES)
    Relevant NGOs (NGO)
    International institutes and agencies (INT)
    European and national networks (NET)
    Relevant international associations and networks (INET) and relevant organisations outside Europe (NE)

Membership is institutional, not individual.

Tot nu toe zijn er 28 organisaties aangesloten. De vier bestuursleden komen uit Bulgarije, Finland, IJsland en Letland.

Instituten als Stichting Lezen, Iedereen leest en Stichting Lezen en Schrijven zouden dus lid kunnen worden, net als universiteiten, en voor de Europese samenwerking lijkt me dat beslist het overwegen waard, maar jij en ik kunnen helaas niet lid worden.
